JOB SUMMARY

The Emergency Management Specialist is responsible for developing, implementing, and maintaining comprehensive emergency management programs. This role includes planning for disaster preparedness, coordinating response activities, and collaborating with public safety agencies, government entities, and community organizations to ensure the safety and resilience of the community.

QUALIFICATIONS

Required Education and Experience:

• Bachelor's degree in emergency management, public administration, or a related field preferred; or an associate's degree from an accredited university.
• Minimum 3-5 years of experience in emergency management, disaster response, and grant administration.
• Experience as an adult trainer or educator in emergency management.

Special Requirements:

• Emergency management certification (e.g., Certified Emergency Manager [CEM], Associate Emergency Manager [AEM], or FEMA Professional Development Series.)
• Successful completion of the required Federal Emergency Management Agency's Independent Study (IS) Programs course (or FEMA recognized equivalents) including IS-100, IS-200, IS-300, IS-400, IS-700, and IS-800.

Knowledge, Skills and Abilities:

• Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).
• Familiarity with emergency management software such as WebEOC, GIS mapping tools, or incident management systems.
• Ability to maintain accurate records and documentation.
• Experience with online communication tools and virtual meeting platforms (e.g., Zoom, Teams).
• Strong analytical, problem-solving, and conflict resolution abilities with the ability to make sound recommendations.
• Excellent verbal and written communication and interpersonal skills.
• Ability to remain calm under pressure and make sound decisions during emergencies.
• Comprehensive knowledge of the National Incident Management System (NIMS).
• General knowledge of municipal government operations.
• Knowledge of statistics and research methods.
• Ability to work well with people of diverse public safety and public administration interests.

PHYSICAL DEMANDS

The work is medium and requires exerting up to 50 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects. The following physical abilities are required: balancing, climbing, crouching, feeling, fingering, grasping, handling, kneeling, lifting, mental acuity, pulling, pushing, reaching, repetitive motions, speaking, standing, stooping, talking, visual acuity, and walking.
